Seizure of state territories and illegal construction activities are not related to social issues - these are organized groups that carry out illegal activities. Such a statement made today the Mayor of Tbilisi.
“As you know, preventing illegal construction on state and municipal lands and prohibiting chaotic construction projects are among our top priorities. The appropriation of state-owned lands and the conduct of illegal construction activities on them, aimed at taking possession of these territories, remains a significant challenge today. Frequently, these illegal constructions take place in recreational and forested areas, resulting in damage to or removal of green spaces.
This illegal activity is systemic and organized, and unrelated to any social issues. Social issues are very often used as a pretext for manipulation; however, when such cases are identified and investigated, it becomes evident that these actions are carried out by organized groups in deliberate violation of the law.
Only in 2025, the Inspection identified 1,305 construction violations. To prevent illegal construction activities on state-owned lands, the Municipal Inspection, in cooperation with law enforcement agencies, conducted more than 70 special operations. These efforts led to the dismantling of over 300 illegally constructed buildings and structures and the reclamation of dozens of hectares of state and municipal land, including recreational and forested areas.
We once again urge everyone to comply with the law and refrain from engaging in illegal activities. Please adhere to the lawful requirements and instructions of our services. Failure to do so will result in action taken by the Municipal Inspection in accordance with the law”, - said Kakha Kaladze.
