Georgia among Europe’s top-20 in Government Effectiveness Index

The World Intellectual Property Organisation [WIPO] has released the Government Effectiveness Index as part of its Global Innovation Report 2025.

According to the 100-point assessment system, Georgia scored 62.5%, ranking 35th worldwide and securing a place among the top-20 performers in Europe.

Georgia outperformed 1 member of the G7, 16 member states of the EU and NATO, as well as all EU candidate countries. Among the countries lagging behind Georgia are Spain, Cyprus, Croatia, Latvia, Italy, Poland, Malta, Hungary, Albania, Montenegro, Slovakia, Greece, Bulgaria, North Macedonia, Romania, Turkey, etc.

The Government Effectiveness Index reflects “the quality of public services, the quality of the civil service and its independence from political pressures, the quality of policy formulation and implementation, and the credibility of the government’s commitment to such policies”.
