Georgia has been ranked 25th in the world for the quality of its bureaucracy and 17th among Europe’s top-20 countries, further leading the post-Soviet space in this category, reads the long-term vision rankings, published by the Chandler Institute, as part of its 2025 Good Governance Report.

The global bureaucracy ranking is based on the British Economist Intelligence Unit [EIU] and the American Political Risk Services Group reports [PRSG].

The EIU assessment evaluated the quality and capacity of bureaucracy to implement state policy, while the PRSG report examined the bureaucracy’s ability to govern effectively without disruption amid political changes or interruptions in public services.

Georgia advanced 4 places in the global ranking compared to previous assessments.

It surpasses all EU candidate countries, as well as 17 EU, Schengen, and NATO member states, including Italy, Spain, Portugal, Czechia, Slovakia, Poland, Croatia, Estonia, Latvia, Lithuania, Greece, Romania, Bulgaria, Malta, Montenegro, North Macedonia, Turkey.
