The Chandler Institute has published its cost-effectiveness rankings as part of its Good Government Report 2025. According to the report, Georgia among the top-20 countries in Europe for efficiency in education and healthcare.

Ranking methodology evaluates how efficiently countries convert public spending into social outcomes across 2 main sectors - healthcare and education.

In the healthcare sector, the input variable is per capita healthcare spending measured in purchasing power parity (PPP). Output indicators include life expectancy (weighted at 50%) and the survival rate (weighted at 50%).

In education sector, input variable is per capita public education spending (PPP). Output indicators consist of the Education Index embedded in Human Development Index (50% weight), youth literacy rates (25%), and proportion of young people not in employment, education, or training (NEET) (25%).

In the global assessment, Georgia received a strong overall score, ranking 36th worldwide and 14th among the top 20 European countries.

It should be mentioned that Georgia outperformed 6 of the G7 countries and 25 member states of the EU, Schengen Area, NATO [including the UK, Canada, the US, Germany, France, Italy, Luxembourg, Hungary, Portugal, Belgium, Denmark, Austria, Czechia, Slovakia, Poland, Slovenia, Croatia, Estonia, Latvia, Lithuania, Romania, Bulgaria, Montenegro, North Macedonia, Türkiye].

Cost-Effectiveness Indicator is based on thematic studies/data from the UN, the World Bank, the World Health Organization, the International Monetary Fund.
