Judicial Effectiveness Index 2025: Georgia moves up, surpassing 4 EU and NATO member states

The European Commission, within the framework of the Heritage Foundation`s 2025 annual report, has released the Judicial Effectiveness Index.

According to the document, Georgia improved its score by 0.5% over the 2024, reaching 55.3% on a 100-point scale.

This result places Georgia ahead of all its neighboring countries in terms of judicial efficiency and ranks it fourth among post-Soviet states, following only the Baltic countries.

Georgia also outperforms 4 EU and NATO member states - Poland, Turkey, North Macedonia, and Montenegro.

Other EU candidate countries, including Serbia, Bosnia and Herzegovina, Moldova, and Ukraine, lag behind Georgia in this ranking.

Moldova and Ukraine join Russia and Belarus in the bottom 4 across Europe, each scoring below 32%.

The index evaluates judicial efficiency worldwide based on 3 key criteria: judicial independence, the quality of court proceedings, and perceptions of public service quality and independence.
