At the session of the Defense and Security Committee, the draft laws submitted by the Government as a legislative initiative were discussed article by article in the second reading.

Parliamentary Secretary of the Government Vakhtang Bachiashvili introduced the draft law “On the Rules of Planning and Coordination of National Security Policy” and the package of draft laws derived from it to the committee.

According to him, the draft amendments, which concern the liquidation of the National Security Council and the abolition of the Council’s staff, were processed together with the committee’s staff and the legal department before the second reading, as a result of which several points were clarified and refined.

Vakhtang Bachiashvili also presented a draft law “On Amendments to the Law of Georgia “On the Structure, Powers and Rules of Activity of the Government of Georgia”.

As a result of the amendments, the creation of state sub-agency institutions, in addition to the sphere of governance of the Ministry, will also be possible for special-purpose state institutions. According to the rapporteur, the submitted amendments are related to the transition of the Georgian Intelligence Service to the State Security Service.

The committee members supported the submission of the mentioned draft laws to the plenary session for accelerated consideration.
