Purchases of Goods from Non-Entrepreneur Individuals to Be Recorded Electronically Starting December 1 - Revenue Service

The Revenue Service of the Ministry of Finance of Georgia informs taxpayers that, starting December 1 of this year, purchases of goods from non-entrepreneur individuals will be recorded electronically, requiring the issuance of an electronic purchase act instead of a paper-based document.

Under the new mechanism, when goods are purchased from a non-entrepreneur individual, the buyer will issue the purchase act through the Revenue Service`s authorised user portal: https://eservices.rs.ge.

The electronic document will contain the same details as the existing paper-based document. In addition, it will allow users to specify the payment method and payment status.

Another significant innovation is the introduction of an electronic confirmation mechanism for purchase acts, offering three alternative methods for confirming a purchase transaction:

• The seller provides the buyer with a one-time code received on their mobile phone, which the buyer enters into the system to confirm the document;
• The seller confirms the document via a link received on their mobile phone;
• The seller confirms the document through their authorised user portal.

Furthermore, taxpayers may voluntarily use the electronic purchase act when purchasing services from non-entrepreneur individuals.

An electronic purchase act may be issued no later than the last day of the month following the month in which the goods were purchased. The document may be confirmed or rejected within two months following the month in which the transaction took place.

The issuance of a purchase act is not required in the following cases:

• When purchasing property from an individual for which ownership rights are subject to registration with the relevant registration authority, such as an apartment, land or a motor vehicle;
• When the seller has already issued a goods waybill, a special tax invoice for petroleum products or a tax document for the transaction;
• When purchasing timber from an individual, where special rules governing the movement and stock accounting of timber apply.

The new electronic purchase act will be easily integrated into accounting software systems, helping to simplify the recording of purchase transactions, promote the digitalisation of documents and ensure greater transparency throughout the process.

The Revenue Service is actively conducting meetings with target groups to provide information about the new mechanism through the "Meetings Space" electronic platform available on its website: https://www.rs.ge/Meetingsspace.

For further information, taxpayers may use the Revenue Service`s "RS Chat" service or contact the Information and Consultation Centre at 2 299 299.
