The European Commission`s [EC] 2026 Enlargement Report calls on Georgia to introduce a so-called vetting system for judges, including integrity checks involving international experts, as part of its recommendations on judicial reform.
"An integrity-check mechanism should be established for judges serving in Georgia`s common courts, as well as for members of the High Council of Justice", - reads the report.
The EC recommends that international experts be involved in the process and given a decisive role. The proposed vetting process would specifically cover members of the High Council of Justice, Supreme Court judges and chairpersons of common courts.
The EC`s assessment concludes that the independence, impartiality and integrity of Georgia`s judicial system remain seriously undermined.
