"One might, of course, respond by invoking the 1943 Kursk offensive. Such actions can certainly be undertaken where the human cost is judged acceptable and the objectives tightly limited. But experience shows that an isolated tactical breach on a narrow sector rarely produces the operational success the attacker seeks. Defending forces were able to exploit both technological and tactical advantages and, over time, not only prevented a tactical breakthrough from developing into an operational gain but even mounted their own local advances - again without achieving operational success. I do not know the exact price paid for those actions, but it is plain that it was extremely high", - writes Valery Zaluzhny.
