CEC clarifies the procedure for the nomination of a mayoral candidate

The election administration provides explanations to the political parties participating in the elections and to voters’ initiative groups regarding the procedures for the nomination of mayoral candidates, as well as the updates related thereto.

“In accordance with the electoral legislation, a political party registered for the municipal elections is entitled to nominate one mayoral candidate for each municipality, whereas a voters’ initiative group is entitled to nominate only one candidate. A registered political party shall submit the documentation for the electoral registration of a mayoral candidate to the chairperson of the respective District Election Commission, and, in the case of a candidate for the Mayor of Tbilisi, to Chairperson of the Central Election Commission, no later than the 30th day before election day (4 September). A voters’ initiative group shall submit such documentation no later than the 47th day before election day (18 August).

√ It is prohibited to nominate the same individual as a mayoral candidate in more than one municipality.

A registered political party or a voters’ initiative group shall attach to the nomination application for a mayoral candidate - certified by the signature(s) of the party leader(s) or the members of the voters’ initiative group—a completed and signed declaration by the mayoral candidate regarding political party affiliation.

In the declaration of political party affiliation, alongside the candidate’s personal data (full name, personal identification number of a citizen of Georgia) and the date of completion of the declaration, it must be specified that the candidate is a member of the political party by which they have been nominated (in the case of nomination by a political party registered for the elections), or that the candidate is non-partisan, or, if the candidate left a political party within the six months preceding the submission of the application for candidate registration, they are obliged to indicate the exact date of departure from the party and the official name of that party. If the candidate is a member of another political party registered in accordance with the Organic Law of Georgia on Political Associations of Citizens, application must specify the official name of that party.

A mayoral candidate shall not be entered into the electoral register, and the electoral registration of a registered candidate shall be revoked by ordinance of the chairperson of the respective election commission, if it is established that the candidate is a member of another political party registered in accordance with the Organic Law of Georgia on Political Associations of Citizens.

In addition to the above, the application must be accompanied by one completed and signed registration card of the mayoral candidate, a certificate regarding deprivation of the right, a photocopy of the identity card of a citizen of Georgia or the passport of a citizen of Georgia, and two photographs.

√ The certificate regarding deprivation of the right is issued by the Legal Entity of Public Law – the Service Agency of the Ministry of Internal Affairs of Georgia.

Registration card of each candidate shall include:

Surname, name;
Date of birth (date, month, year);
Sex;
Address (Based on the identity card of a citizen of Georgia or the data from the Agency’s database);
Personal identification number of a citizen of Georgia;
Contact telephone number;
Place of work ( if unemployed, „unemployed“ status shall be indicated);
Position (work);
Proof of residence in Georgia for a period of six months;
Consent to stand as a candidate for mayor of the respective municipality;
Signature and date of signature.

For the registration of a mayoral candidate nominated by a voters’ initiative group, a representative of the voters’ initiative group must submit to the respective election commission, no later than the 40th day before election day (25 August), the list of voters supporting the mayoral candidate. The minimum number of supporting voters, by electoral district, is determined in accordance with the CEC’s Ordinance No. 113/2025 of 5 August 2025”.
