As part of its Good Governance 2025 Report, the European Commission has released the Strong Institutions Index [compiled by the Chandler Institute of Governance, headquartered in Singapore] - Georgia has reached a new historic high. Measured on a 100% scale, Georgia scored 63% [34th place globally].
In terms of institutional strength, Georgia outperforms all EU membership candidate countries and 13 EU and NATO member states, including Portugal, Croatia, Greece, Slovakia, Hungary, Albania, North Macedonia, Malta, Cyprus, Bulgaria, Montenegro, Romania, and Turkey, among others.
The global assessment of institutional strength was based on 4 key criteria:
Coordination;
Data capabilities;
Implementation;
Bureaucratic quality.
Georgia ranked 24th globally for coordination and 25th for bureaucratic quality.
“Institutions such as ministries, public departments, and legislative bodies form the cornerstone of well-functioning governments. Strong institutions are purpose-driven, capable of coordination and effective collaboration, responsive to new information, and able to translate plans and policies into concrete actions and programs”, - reads the ducument.
The report draws on data and research from internationally recognized sources, including the UN, the World Bank, the International Monetary Fund, the World Economic Forum, etc.
