Interested parties are using the OSCE resolution to discredit the Election Administration and undermine the electoral process in general. Such a statement was issued by the Central Election Commission [CEC].

“Although neither the report published by the OSCE ODIHR regarding the Parliamentary Elections nor the OSCE resolution mentions election fraud, certain individuals continue to make manipulative statements through the media, claiming that the elections were rigged and that the OSCE resolution confirms this.

The OSCE resolution, like the OSCE ODIHR report, refers only to certain types of violations, not to election fraud. It should also be noted that if we look at reports on elections held in various countries, we can clearly see that the references to violations or shortcomings are common to everywhere; however, what’s important is that these did not affect the outcome of the elections. The deficiencies identified in Georgia did not impact the most important element – the choice made by voters and the election results. It is also worth noting that the public, through the media, saw the statement made by the OSCE Secretary General at the OSCE Assembly, affirming that the will of the people is reflected in the election results.

At the same time, it should be emphasized that the views expressed in the OSCE resolution regarding the elections contradict the findings of the OSCE ODIHR report.

We would like to remind the public of the OSCE ODIHR report, which stated that the conduct of the electoral process was positively assessed in the vast majority of polling stations (90% or more) on election day. It was highlighted that 99% of the electronic voting machines functioned properly, and the results of the vote-counting machines matched the manually counted results. The transparency policy of the election administration and the range of activities it carried out were positively evaluated. It was emphasized that the voter list formation process was inclusive, and the majority of observers did not raise significant concerns regarding the accuracy of the voter lists. It was also noted that the elections were competitive, and the process of party registration by the CEC was conducted inclusively.

It is noteworthy that the OSCE ODIHR report expresses certain concerns and recommendations regarding several issues related to the electoral process, as is typically the case in various countries, which is characteristic of electoral practices, and in no case does it serve as a basis of dismissing the legitimacy of the elections, especially considering that the conclusion does not mention election fraud.

All of this once again confirms that certain politicians are acting solely based on their own political agenda, attempting on OSCE reports and mislead the public in order to strengthen their own positions.

The statement made a few days ago by Nino Lomjaria, in which she claims that the 2024 Parliamentary Elections were rigged, is aimed at misleading the public and discrediting the electoral process. We would like to remind the public that Ms. Lomjaria observed these elections under the name of the observation mission “My Vote, “ which spread numerous pieces of disinformation after the elections. Representatives of the organization assured the public that multiple voting had taken place during the elections, but they were unable to provide any evidence to support this claim. Both legal and social responsibility require that such serious accusations be accompanied by convincing and verifiable evidence, which was not the case here, and could not have been. Therefore, it is a fact that their actions, as an observation mission, go beyond objective assessment and serve not to improve the electoral process but to influence public opinion and spread disinformation.

The CEC once again emphasizes that it is ready to cooperate with any organization that operates impartially, lawfully, and objectively. At the same time, it strongly condemns any attempts aimed at the deliberate discrediting of democratic processes and the undermining of the legitimacy of election results. The Election Administration will not leave any baseless statement unanswered and will provide the public with verified and objective information”, - reads the statement.
