We conducted a study whose primary objective was to redistribute university quotas by fields of specialization, Prime Minister of Georgia during the presentation of the labor market research results.
According to the Head of Government of Georgia, similar studies have been conducted in the country since 2017.
“The Ministry of Economy annually conducted private sector surveys with the involvement of international organizations. Though, this year"s study was different in that its primary goal was to determine university quotas and redistribute them by specialization. The research was carried out by the Ministry of Economy and Sustainable Development together with the Ministry of Education, Science and Youth. We also requested the involvement of the Business Association of Georgia (BAG), since there are essentially two employers in the country - the private and public sectors. It was important for us to cooperate with the private sector to ensure the study was conducted using the correct methodology and approach. I would like to thank the leadership of the BAG for their support and involvement. The study and its methodology are based on international best practices, including those of the International Labour Organization (ILO), the European Training Foundation and the European Centre for the Development of Vocational Training”, - added Irakli Kobakhidze.
As he noted, a total of 12 500 enterprises were surveyed as part of the study: “The research was quite large-scale: 470 large enterprises, 1752 medium-sized and 10 278 small enterprises selected through random sampling. The National Statistics Office of Georgia assisted in conducting the survey, with 153 interviewers involved in the process. Given the scale of the research, the margin of error is very low at 0.49% nationwide. In parallel, in November-December 2025, a study of labor demand in the public sector was conducted, covering all government agencies, public corporations and legal entities of public law (LEPL). The research comprehensively covered both the private sector and all public institutions. Demand in the academic field was also assessed, including higher education institutions and research institutes, with active involvement from the Ministry of Education. In addition to interviews, statistical evaluations were conducted, including analysis of the professional distribution of the labor market by sector, current employment figures, workforce replacement statistics and 5-year data on bachelor’s enrollments and graduates”.
