The Department of Environmental Supervision of the Ministry of Environmental Protection and Agriculture has been conducting roadside monitoring of vehicle emissions in the country’s four major cities - Tbilisi, Rustavi, Kutaisi and Batumi - since September 4, 2023, with the aim of reducing air pollution from the transport sector.
Since the launch of monitoring, Department employees have identified 20,727 Cases of Non-Compliance with Vehicle Emission Standards.
Of the identified violations, 11,273 were recorded in Tbilisi, 3,627 in Batumi, 3,366 in Kutaisi, and 2,461 in Rustavi.
A total of 18,032 violations were committed by individuals, while 2,695 violations were committed by legal entities. By type of vehicle, 12,109 violations involved passenger cars, 7,905 involved minibuses, 694 involved trucks, 18 involved buses, and 1 involved an excavator.
Based on an analysis conducted several months after the launch of vehicle emissions monitoring, the Department began strengthening its monitoring capacity. The number of enforcement crews was increased, the Department acquired hybrid vehicles, and the crews were equipped with the relevant measuring instruments. To strengthen the professional capacity of its employees, the Department also conducts periodic training and retraining programs.
As a result of the enhanced monitoring capacity, Department employees were able to inspect a greater number of locations and vehicles, which led to an increase in the number of identified violations. Specifically, in 2024, the Department identified 5,562 Cases of Non-Compliance with Vehicle Emission Standards; in 2025, 6,016 cases were identified; and during the first eight months of 2026, 6,105 violations were identified. Of these, 743 cases were recorded in August alone.
Three years after the launch of monitoring, the Department established the Emissions Control Service as a separate structural unit to improve emissions control mechanisms and enhance the efficiency of the process. This structural change will ensure that the monitoring process is carried out more efficiently and promptly.
