The Economic Policy Committee discussed loan agreements submitted by the government for ratification.
First Deputy Economy and Sustainable Development Minister, Nino Enukidze, introduced the Letter Agreement on Change No. 2 to the Loan Agreement (Ordinary transactions) between Georgia and the ADB of December 9, 2019 (Livable Cities Investment Program).
According to the reporter, the amendment concerns the extension of the project completion deadline, which will be moved from August 31, 2025, to May 31, 2028.
She explained that the delay was caused by the cancellation of certain tenders and the incomplete fulfillment of some technical assignments, which prevented the full utilization of the funds allocated under the loan agreement.
The Deputy Infrastructure Minister, Mzia Giorgobiani, spoke about the Letter Agreement on Change No. 2 to the Loan Agreement (Ordinary transactions) between Georgia and ADB of November 27, 2019, for the Improvement Project of the East–West Highway (Shorapani–Argveta section). She noted that in order to ensure the full implementation of the project and avoid the loan being granted "partially implemented" status, it is necessary to extend the loan closing and project completion dates.
According to Change No. 2, the loan closing deadline will be extended from December 31, 2025, to December 31, 2027, while the expected project completion date is set for September 30, 2027.
The Deputy Minister also stated that before the project is finalized, a consulting company will be selected to prepare two key components: a pilot project for a dynamic weight control system on the East–West highway and a strategy and guideline document for road maintenance. The Committee approved the documents. During the meeting, committee members also reviewed in the II reading the draft law on declaring the Law on the Joint-Stock Company – Georgia Development Fund invalid.
According to Deputy Economy and Sustainable Development Minister Vakhtang Tsintsadze, the legislative initiative concerns the liquidation of the Development Fund and the repeal of the related law.
Committee members considered it expedient to adopt the draft law in the II reading.
